Bug Description
Add a mode where rub monitors changes to the file system and rebuilds what is necessary if changes occur.

Implementation:
- Probably a `--monitor` flag.
- Would notify targets when they were changed then execute a new build.
- Targets would remove any cache of their old state and re-hash to see if they need to be updated.
