Disable Red Hat OpenStack for Fuel 4.0

Bug Description

Red Hat OpenStack 4.0 (Havana) is not yet released, so we can't deploy it with our Havana manifests.

We also need to update the release notes with similar wording to describe this.

Don't move on this yet. We'll try to test Grizzly with Havana dependencies for RHOS and see if it still works.

RHOS 4.0 beta is out, but not GA. It should be ready for Fuel 4.1

What do you mean "disable" ?
Do you want to drop a choice of installation of RHOS 3.0 ? Then the answer is NO.
If you don't want to support RHOS 4.0 because it is not GA'ed for the given timeframe - then it is Ok.
