Environment: havana simple cluster with neutron gre.

Deployment successful, but there is error message in puppet on controller node:

Could not prefetch neutron_net provider 'neutron': Execution of '/usr/bin/neutron --os-tenant-name services --os-username neutron --os-password o3kz2oBm --os-auth-url http://192.168.0.2:35357/v2.0 net-list' returned 1: Connection to neutron failed: Maximum attempts reached
