Bug Description

Following up on Bug #962712 which was marked as invalid, instead of fixed (gee, thanks...) I'm using Ubuntu 13.10 and this still happening pretty badly.

Steps to reproduce:

1) Unplug laptop, plug-in second monitor, drain battery until OS warns user and asks her to plugin laptop
2) Plugin laptop

Expected: Laptop works normally
Actual: Laptop slows down severely.

Drilling down, run `cpufreq-info`

Expected:
driver: acpi-cpufreq [...]
current policy: frequency should be within 800 MHz and 2.80 GHz.

Actual:
driver: acpi-cpufreq [...]
current policy: frequency should be within 800 MHz and 800 MHz

Drilling down, this is known, lingering problem, and is not "invalid", please triage instead of sweeping under the rug

Did this issue occur in a previous version of Ubuntu, or is this a new issue?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v3.12 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

If you are unable to test the mainline kernel, for example it will not boot, please add the tag: 'kernel-unable-to-test-upstream'.
Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

Yes, the bug has been around for a while, it also affects other distros, ie. some comments in Bug #887793 (Comments 80, 81, ...) are related to this problem.

Yes, this issue has occurred for me since Ubuntu 12.10

The workaround is to unplug, and then quickly replug, my laptop. (Or reboot)

I didn't this laptop before Quantal, I ran a desktop tower before, so I cannot confirm.

Sorry, to be more "Precise" :) I did in fact install Precise on this laptop. (2012-06-12) but I don't remember having this problem.

I had both a desktop and a laptop at that time, and I was using the desktop tower more often than the laptop. I upgraded to Quantal and began using the laptop more often when 12.10 was released. I first notice the problem on 2012-11-23.

Executive summary: Cannot confirm.

Dac Chartrand, for regression testing purposes, could you please test Lucid via http://old-releases.ubuntu.com/releases/lucid/ and advise to the results?

Looks like you have run into the infamous CPU frequency issue.

Solution is to make sure you are running with high quality AC power.

Workaround is to edit /etc/default/grub

Find the following line and add processor.ignore_ppc=1
so it looks like this:

  GRUB_CMDLINE_LINUX_DEFAULT="quiet splash processor.ignore_ppc=1"

then
  sudo update-grub && sudo reboot.
