Enabling ssl causes apache error

Bug Description

When enabling the SSL configuration for horizon it is generating the following error

[Thu Oct 31 14:08:53 2013] [error] Illegal attempt to re-initialise SSL for server (SSLEngine On should go in the VirtualHost, not in global scope.)

At this stage the horizon configuration should be put into an apache vhost configuration.

to clarify, is horizon not running b/c of this?

Correct, when I enable the configuration on Ubuntu 12.04 apache2 fails to start and that error message is in the log. The apache2 is installed with puppet and there is no additional changes made outside of puppet.

    Fixed Horizon SSL issues

    Apache fails to start when the SSLEngine directive is turned
    on outside of a vhost. Horizon configuration has been turned
    into two apache vhosts. When SSL is enabled it will create
    the second vhost for SSL. Additionally ssl_redirect was added
    to have a redirect from http to https.
