Networking Fails after resume from suspend

Bug Description
After upgrading to 13.10 my networking fails to work after resuming from suspend. This is a desktop with a 03:00.0 Ethernet controller: Realtek Semiconductor Co., Ltd. RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller (rev 06)
ethernet device. The Enable Networking is unchecked but "enabling networking" doesn't do anything and I see nothing relevant in the dmesg system log. It worked with previous versions of ubuntu from 12.04 to 13.04 without issues. So I'm figuring there is a bug somewhere that was introduced.

Robbt, could you please confirm this issue exists with the latest development release of Ubuntu? ISO images are available from http:// cdimage. ubuntu. com/daily- live/current/ . If the issue remains, could you please run the following command in the development release from a Terminal (Applications- >Accessories- >Terminal) , as it will automatically gather and attach updated debug information to this report:
apport-collect -p linux <replace- with-bug- number>
Also, could you please test the latest upstream kernel available (not the daily folder, but the one all the way at the bottom) following https:/ /wiki.ubuntu. com/KernelMainl ineBuilds ? It will allow additional upstream developers to examine the issue.Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags: fixed-upstream fixed-upstream- VERSION- NUMBER
