setup.py docs creates html docs with errors/warnings

Bug Description

When one runs ./setup.py docs it simply HTML-ifies the existing text files, and outputs some errors and warnings to the console, which are also being included directly in the generated HTML as well.

running docs
docs/introduction.txt:87: (WARNING/2) Literal block expected; none found.
docs/introduction.txt:96: (WARNING/2) Literal block expected; none found.
docs/writingplugins.txt:95: (ERROR/3) Unexpected indentation.
docs/writingplugins.txt:96: (WARNING/2) Block quote ends without a blank line; unexpected unindent.
