Can't set keyboard layout change to Ctrl+Shift

Bug Description

In Ubuntu 12.04 I was able to set keyboard layout switching shortcut to Ctrl+Shift.
In Ubuntu 13.10 I can't set it from gnome-control-center/Text Entry.

With latest versions (gnome-control-center 1:3.6.3-0ubuntu45.1, gnome-settings-daemon 3.8.5-0ubuntu11.1.) I can use Ctrl+Shift, but all shortcuts started with Ctrl+Shift+ (for example Ctrl+Shift+C/V, Ctrl+Shift+arrows for selecting text) are broken.

I use gnome-flash back and can't set alt-shift or ctrl-shift as keyboard switching- they are always disabled.
Even with gnome-control-center 1:3.6.3-0ubuntu45.1
