Gtk.Window dependency missing

Bug Description

If I run /usr/bin/upstart-monitor on Ubuntu Touch, where I don't have Gtk installed, I get:

$ sudo upstart-monitor
ERROR:root:Could not find any typelib for Gtk
ERROR:root:Could not find any typelib for Gdk
WARNING: GUI modules not available - falling back to CLI
Traceback (most recent call last):
  File "/usr/bin/upstart-monitor", line 195, in <module>
    class UpstartEventsGui(Gtk.Window):
NameError: name 'Gtk' is not defined

Even though I'm am fallen back to cli I'm still required to have Gtk
