Bug Description

Looking at http://api.openstack.org/api-ref-compute.html
All Server Actions requests URIs are missing the {server_id} between /servers and /action:
For example: instead of v2/{tenant_id}/servers/action ==> should be v2/{tenant_id}/servers/{server_id}/action
