Boinc manager uses russian language for menus

Bug Description

After installing an additional language packages (russian) BOINC has unilaterally decided to switch the language, despite the fact that English is the number 1 choice, it was displaying before without any problems, and all other programmes have no problem complying with system preferences.

Ok, i've discovered you one can manually change the language in the settings. But that still means that Boinc has decided to change them when i've installed Russian language packages, despite the fact that English was set as a priority language above Russian.

Please try this ppa and boinc 7.8.1, and let me know if the problem still occurs by setting back the status to "new"
