[UOA] No Owncloud provider where GOA has one

Gnome is providing an owncloud provider since 3.8
Ubuntu in 13.10 hasn't one.
This will be a good enhancement for all owncloud users (whatever self-hosted or hosted instance)

Hi,

Basicly like Gnome, 3 type of datas can be used for applications inside Unity :
file synchronisations (webdav)
carddav synchronisation
caldav synchronisation

File synchronisation : Shotwell, Lens (and can be also a bookmark inside Nautilus)
Carddav synchronisation : Empathy, Evolution, maybe Thunderbird
Caldav : calendar (evolution)

And I must add, if it was working dor Ubuntu Touch, will be great to have the carddav/caldav sync working with the Touch Apps too. So with an Owncloud account we can have sync our phone.

add oem-priority didn't really helps.

I guess this will be closed in 18.04 as the gnome Desktop becomes default
