Can't upgrade 13.04 to 13.10

Bug Description

When asked to upgrade 13.04 to 13.10 by the Software Updater - I click 'Upgrade...' then enter password. Two files dowload according to a dialog then the dialog goes away and nothing happens.

ps only shows update-notifier running.

I ran update-manager from the command line in a terminal:

kpratt@flipper:~$ update-manager

Ran it as root and get:
