can not upgrade to 13.10, at least would be good to now what is wrong

Bug Description
Update crashed with non-informative error message which doesn't helps to identify the problem
It should tell about problem packages or at least show where log files with errors are, but id does nothing

postgresql-9.2 is currently not available in Ubuntu so the package would be removed by the upgrade process, rather than remove it we prevent the upgrade so that you will not lose access to your database.
