Can't enable Compose key

Bug Description
Steps to reproduce:
1. Open Keyboard Settings.
2. Switch to Advanced tab.
3. Under "Compose key position", check "Right Win".
4. Click "OK".
Expected behavior: Compose key should be mapped to Right Win.
Actual behavior: The mapping doesn't take place; pressing Right Win does nothing.
This is a regression in Saucy; it worked fine in Raring.
