KDE battery monitor shows empty battery (wrongly) when connected to power source

Bug Description
Upgrading my kubuntu from 13.04 to 13.10, I noticed that my battery monitor told me, that the battery is empty. It isn't - when I disconnected the power source, it told me something like 98 % - well, now it is 91 %.
Regrettably, I don't know where the battery monitor get its stuff from, but if someone will tell me, I will assist in figuring out what the problem is - whether it is a KDE problem, or a change in kernel to which KDE has not adapted.
The problem is in the "nuisance" class, not a serious one. But it does reduce the quality of Kubuntu - visibly so.
