default year for teacher gradebooks

Bug Description
Check to see what year comes up the first time a teacher uses a gradebook (all of them). It should be the active year, not the first one (or a random one). After the first time it should just be the last one used.
This is something Glenda was asking about.

Oh... when I say "All of the gradebooks" I mean, all of the gradebook type things -- Journal and CanDo as well. I guess technically I should make three bugs...
