[feature request] apport/launchpad possibility to attach apport report to already reported bugs

We need a tool for updating information to an already existing bug report:

$ apport-collect <bug number>

This would:

 * Fetch the package name and tags from the Launchpad bug
 * Invoke the relevant package-specific Apport hooks
 * Invoke additional hooks based on tags (e.g. "sound")
 * Add the relevant data as attachments and comments on the bug

This requires solving the following problems:

 * Solve bug 85040 or heuristically find out an appropriate browser cookie file to get the LP login cookie.
 * Add support for tag based hooks.

  * Add debian/local/apport-collect: Download a Launchpad bug report,
    get its source package, check if it has apport hooks, and if so,
    run and upload them. Add manpage, too. (LP: #124338)
  * debian/control: Add Suggests: python-launchpadlib; this is only
    needed by apport-collect, thus we don't need to pull that into
    every default installation; if it's not installed apport-collect
    will detect and point this out.
  * debian/control: Add ${misc:Depends} dependencies.
