No Traditional Chinese translation

Bug Description

Binary package hint: mozilla-thunderbird

Ubuntu has a Simplified Chinese translation of Mozilla Thunderbird but no Traditional Chinese even though the Mozilla Taiwan group are releasing versions:

A Traditional Chinese version of Mozilla Firefox is already in the Ubuntu repository:

http://packages.ubuntu.com/feisty/web/mozilla-firefox-locale-zh-tw

I have Ubuntu installed in Hong Kong and many users simply cannot understand the Simplified Chinese menus.
