Battery applet no longer displays charging status

Bug Description

After upgrading to 13.10, my battery is always shown as 0%, not charging, regardless of its current status.

Ubuntu does recognize that a battery exists, since running the following command:
solid-hardware query 'IS Battery'

gives an output of:
udi = '/org/freedesktop/UPower/devices/battery_BAT0'

I'm running Ubuntu Saucy (13.10) and the version of kde-workspace I'm using is 4:4.11.2-0ubuntu1.
