UEFI binary missing in OE ARMv8 hwpack

Bug Description

There is no uefi directory and uefi binary in the 13.10 OpenEmbedded RC build:
http://snapshots.linaro.org/openembedded/hwpacks/lsk-vexpress64/500/hwpack_linaro-lsk-vexpress64-rtsm_20131021-500_arm64_supported.tar.gz

For this reason it's not possible to boot the OE image in LAVA using FVP models.
