Bug Description

I'm able to lock xscreensaver by putting xscreensaver-command in personal folder using link from /usr/bin/xscreensaver-command.

Create a shell script with xscreensaver-command --lock.

Hit alt+f2 and input sh .xscreen-lock.sh, you create your own bash file and name it whatever.

Hit enter, you've locked your computer. This works for me.

Is this a bug report? What is the expected behaviour and what is the actual one?

Yes a bug report as I cannot get ctrl+alt+L or any combination to work
with 13.10.

If this bug has already been filed, I don't see it except under lubuntu.

I was merely showing that you can still lock the computer via a workaround.
