"Load Balancers" horizontal tab -> Pools -> the "More" button of an existing pool -> "Delete Health Monitor" acctually dissociate a health monitor from a pool, its deletion can be done by an additional operation via the "Monitors" tab.
I think that the label of this dissociation operation should be something like either "Disassociate Health Monitor" or "Delete Monitor Association".
