Desktop Action causes excessive busy cursor if not invoking new window

Bug Description
[Ubuntu 13.10]
Due to the implemented fix at bug #1179155, pressing a Desktop Action in a menu item’s context menu will cause a ~15 second busy cursor if the Desktop Action does not invoke a new window.
E.g. this works fine:
[Desktop Action NewWindow]
Name=New Window
Exec=firefox -new-window
These also work, though the busy cursor remains, even though the action may have completed:
[Desktop Action NewTab]
Name=New Tab
Exec=firefox -new-tab
[Desktop Action Next]
Name=Next
Exec=rhythmbox-
