I was unable to upgrade from V13.04 to v13.10

Bug Description

I am running v 13.04:

I tried the apt-cache policy pkgname and the terminal returned: Unable to locate package pkgname

I looked at the verson of the Software Center and it is: 5.6.0

While trying to upgrade from 13.04 to 13.10 I got the message that there was a critical problem.

I returned to the existing state.
