Laptop model: Acer C710 Chromebook
Manufacturer of the Touchpad: Cypress APA I2C Trackpad
When the symptom first appeared: Never worked from clean install of Ubuntu 13.10 64-bit
Touchpad has not worked since clean install of Ubuntu 13.10 64-bit. External mouse (Microsoft [I know, I'm sorry.] Arc Touch Mouse) works fine. I'll attach `dmesg`, `/proc/

I've used the Acer C710 Chromebook to run ChrUbuntu 12.04, upgraded through to 13.04 and very briefly 13.10. The Cypress APA Trackpad has been widely panned and in my personal experience, "barely works" is a kind way of describing this worthless hardware.
