Please backport hplip 3.13.9-1 and pyppd 1.0.1-1 from saucy to precise

Bug Description

pyppd needed as a depends on hplip. Both b/i/r once the --shebang for dh_python3 is removed from d/rules for pyppd.

Not a bug of hplip itself:

It seems that a missing pyppd v1.0.1 package on the build machine "roseapple" frustrates the publication of this backport,
