Bug Description

Even when setting the log level to DEBUG (in /usr/share/maas/maas_local_settings.py), no log message with a log level lower than WARNING is written to /var/log/maas/maas.log. This is because the logging configuration makes you believe the log level should be changed on the handler where in fact, it only makes sense to change the logger's log level.
