Bug Description

ubuntu 13.10 (14.10.2013)
mountall_2.52_amd64.deb

/usr/share/initramfs-tools/hooks/mountall contains processing of $INITRAMFS_EVENT_DRIVEN variable.

during usual running of update-initramfs some files (passwd, etc) needed for
getpwuid() function are not included in initrd.

this function is required for the package open-iscsi (Bug #1238169) to
work in initrd. so we should either duplicate the code (passwd, etc)
from hooks/mountall in hooks/iscsi or *always* run hooks/mountall.

i would offer to use the second variant. patch is attached.

This initramfs hook is part of an incomplete feature of supporting upstart in the initramfs. No other packages should be relying on this feature, and the $INITRAMFS_EVENT_DRIVEN check should absolutely not be removed.
