crash reporting popup doesn't show up on second and following crashes, despite "ignore future..." checkbox not being checked

Bug Description
When some "internal" (?) program of Ubuntu crashes, you get a popup window that says something like:
"Some internal Ubuntu program have crashed bla bla bla".
There are two checkboxes (the text are not exact, I'm trying to remember them):
- report this problem so that bla bla bla (checked by default)
- ignore future crashes (unchecked by default)
and there's a "details" button which lets you see what have crashed.
This popup is useful because (a) you know for sure that the report is being sent, and (b) it's the only way to know that something has crashed and (c) what exactly.
Now, the issue is that, despite I DON'T CHECK the "ignore future crashes" checkbox, the popup window is never shown again when the same program crashes again, which is pretty annoying because (a) you no longer know for sure when the same program crashes again (you can only guess from circumstantial clues), and (b) then what's the purpose of the "ignore future crashes" checkbox?
