No vibration when phone is muted and someone calls

Bug Description
Steps to reproduce:
# Start N4 and mute (set sound to zero)
# Call yourself
Actual result:
Visual indicator shows up
Expected result:
Visual indicator shows up and vibration starts. Otherwise there is no way for me to notice that someone is calling. (I have my phone muted all the time and I do not look at the display every 10 seconds.)

I would expect a slight vibration on the keyboard to when typing.. but also agree yes there should be a vibration feature when the sound is mute.
