/etc/kbd/config ignores POWERDOWN_TIME

Bug Description

regardless of the settings chosen for BLANK_DPMS and POWERDOWN_TIME, kbd will blank the display but won't power it down, hence ubuntu servers w/o X don't play well as energy conscious citizens.
