html5-schemas.xml - locatingRules url out of date

I am no expert to this at all, but the url given in html5-schemas.xml - locatingRules goes nowhere:

<locatingRules xmlns="http://thaiopensource.com/ns/locating-rules/1.0">

The best I could found was this url:

http://syntax.whattf.org/relaxng/

However, unfortunately substituting these does not make nxhtml recognize something like the article tag from html5...
