Neutron API: service-type extension should be documented

Havana Neutron introduces the service-type extension.
Currently it is used only by LBaaS and it may be addressed by bug 1223835, but I filed it as a separate bug not to forget it.

Let me clearify this issue. From seeing following wikipage (in section Workflow for a user),
It seems to add equivalent REST API of "neutron service-provider-list".
i.e. GET /service-providers.
Is my understanding correct?

      because these are separately documented.
