Doesn't seem to support open URI interface

Bug Description

Hey,

When settings app is already open in a panel and you try to open a settings:// URL, it doesn't work properly:
* if settings app was the active app and you open a settings:// URL from an indicator, nothing happens (the indicators should close and the target settings panel should open)
* if settings app was running in the background and you open a settings:// URL from an indicator, settings app comes to the front with the last open panel.

I guess what needs to happen is that:
* settings app should implement the open URI fd.o interface and switch panel when it's already running
* indicators pull down should close when bringing up an app which is already the active one

The issue should be resolved with https://code.launchpad.net/~laney/ubuntu-system-settings/urihandler/+merge/190431 if somebody wants to review or test the changes
