Savanna UI Dev Env Setup guide has no step to install python-savannaclient.
Now python-savannaclient is required for savanna-dashboard.

There is a line
$ .venv/bin/pip install $SAVANNA_DASHBOARD_HOME
which will install all Savanna Dashboard dependencies including python-savannaclient
