Bug Description

maas-import-ephemerals gives no status output.
the only output to stderr or stdout is the running of uec2roottar.

This is a significant regression in usability to the user if they're running it interactively.
The previous version wasn't wonderful either, but at least showed wget status as downloads happened.

FWIW we're soon removing the ability to run that standalone script and it'll be hooked into the job system instead. To initiate from the command line you would use "maas-cli" instead.

Download progress is going to be reported in the UI and queryable from the API (hence maas-cli).
