RFE: powermanager should handle dbus, hald restarts

When hald or dbus restart, powermanager claims that no battery is installed. It would be nice if powermanager noticed the service restart, and recovered from it.

Workaround: quit powermanager, and restart it from alt-F2 > guidance-power-manager
