In expert install, error message about unloaded modules appears twice

Bug Description
I recently did an Ubuntu expert install, partially because I wanted to test
the behavior when Ubuntu was set to use local time on the system clock. After I
got past the CD-ROM drive detection part of the install, I was shown a weird
error message:
Unable to load some modules
Linux kernel modules needed to drive some of your hardware are not available
yet. Simply proceeding with the install may make these modules available later.
The unavailable modules and the devices that need them are: ide-mod (Linux IDE
driver), ide-probe-mod (Linux IDE probe driver), ide-detect (Linux IDE
detection), ide-floppy (Linux IDE floppy)
This message appeared again later in the install. To me, it seems like this
shouldn't normally appear, even during an expert install.
There's a sequence of three of these screens that appears several times: the
screen asking whether to start pcmcia, the one asking whether modules need
specific parameters, and the one about modules being available.
It didn't seem to make any difference whether I turned off the modules (e.g.
ide-floppy, since my machine has no floppy drive); the messages came back later
either way.
I thought I saw them three times on one of my installer run-throughs, but on the
most recent one I only saw them twice.
