In expert install, user not prompted whether to set clock to UTC or local time

Bug Description
I recently did an Ubuntu expert install, partially because I wanted to test
the behavior when Ubuntu was set to use local time on the system clock. I got asked
many questions I was not asked in a standard install (as could be expected), however
I did not get asked whether my hardware clock was UTC or local time. On an
expert install, this should be asked (since the user explicitly wants more
control over the install).
