Bug Description
From System Settings, selecting the Security & Privacy panel results in a page with a "Security:" heading with no items beneath it, followed by a "Privacy:" heading with the "Stats on welcome screen", "Dash search" and "Diagnostics" items." Either the Security section should be re-populated or the header should be removed.
