Show an error message on instance launch error

Bug Description

Since instance creation happens asynchronously, all that currently happens on the Horizon side when an instance launch fails is the state changes from Creating to Error.

There's an instance.fault field we could be looking at to give more information to the user about what went wrong. As a first step we could show a regular red error message popup when an Ajax request finds an instance in the ERROR state.
