Move "Tags" above "Attachments" on text box block

Bug Description

I would move the tags field above the attachments area because otherwise it is very lost.

Moving license fields higher up in textbox block (bug 1235896)
Moving the attachment selector lower down in the textbox block (bug 1235566)

- making the layout similar to the notes edit page
