Bug Description
Open a bunch of apps, like gallery, terminal, file manager.
Have file manager in the foreground
Open ssh conectiona nd run "top"
Rotate the phone and you can see all sorts of app activity as they rotate.
CPU never goes to 0 as it does on SF, tend to stay around .3%.

The apps are initially stopped correctly. Going back to them from the dash then back to the dash is also fine.
Cycling through apps using the right edge is what triggers them to no longer be suspended.
