Bug Description

As discussed with Stewart and Laurynas on IRC. This assert can be seen on an overloaded/loaded server, but in this case the server was idle except for this RQG run with only this trial executing **and it uses a single thread only** (--threads=1). The issue happens fairly quickly after the RQG trial starts (~8 minutes).

This one (threads=1) is gone, but seeing bug 1236696 with threads=10/15.
