get brewster mode to work

There may be additional programming dependencies related to this bug since the files are in two separate directories. As it stands now, changing the template root in preferences (http://demo.openlibrary.org/preferences) to 'templates/brewster' does not work.

Template root will be user/<username> when templates are stored at
user/<username>/templates/*.tmpl and user/<username>/type/<typename>/
*.tmpl.

Ack - I even made that change to the wikilanguage documentation. I will move the templates to the proper directory. Thanks!

There seems to be a permissions issue with creating templates in the user directories. I cannot create new templates in any user directory including my own.

This is mostly fixed - I am having some problems with the doc template, especially with the css.
