[Checkbox-OCP] test packages are not installed with ocp-checkbox

Bug Description

Discovered that when you manually install checkbox-ocp-cli, while it does pull in checkbox, it fails to install several critical packages necessary for running tests like stressapptest, stress, bonnie++, etc.

Looked into this and these are all listed as "suggests" which is ignored by apt-get by default. You can work around this by using "apt-get install --install-suggests" but this has the down-side of installing a LOT of extra stuff that is unnecessary.

So to fix this, we need to fix the package dependencies in the control file.
