nova-network: make sure bridge device is up before creating vlan

Bug Description
Currently, nova-network would create vlan device automatically if it doesn't exist on host. However, on creating vlan device, nova just makes sure the newly created vlan device is up, but not bridge interface. Thus, the vlan device is left on M-DOWN state on this situation, and network is not accessable.

This problem could be solved by setting bridge interface up before creating vlan device, vlan device is always up after being created.
