Sometimes, it's impossible to change themes or background images

Bug Description

I reported this bug against gamin, but that's just a guess...

Often, after software upgrades (not sure about it), it becomes impossible to
change the desktop theme and / or the background picture.

I can go to the theme preferences and select a different theme, but it won't
change anything. And I can go to the background properties and choose a
different wallpaper but nothing will change until I restart my session.

I tried restarting gnome-settings-daemon, but it didn't fix anything.

What's strange is that sometimes I can change Metacity's theme, but not the
widget theme, sometimes it's the contrary. Sometimes I can change the background
but not the theme, and sometimes the theme but not the background, and sometimes
nothing at all...

Sorry for the somewhat vague description of the problem, but it's quite
difficult to reproduce.

I can't test for now, but it sure looks like it's the very same bug. I'll close
it as a dup of #1320 for now, and if it bites me again, I'll re-open it.
