Screen timeout will not stay set greater than "never" using gnome windowmanager

Bug Description

Problem:
When logged in using gnome and attempt to set the screen timeout to any value other than "never" and exiting the control panel the setting does not take effect. Upon reentering the control panel you will see that the setting is still set to "never" even if you set it to 5-10 minutes.
